Carrier Community (CC) is proud to present the CC-Webinar.Live – Executive Round-Table Panel Discussion, taking place on 23 April 2026 as an official program component of the Central Asia 2026 GCCM in Tashkent.

This high-level panel, titled “Communications Infrastructure Without Borders: Challenges and Opportunities of Transnational Projects,” will convene a distinguished group of industry leaders, including telecom executives, subsea cable operators, digital infrastructure investors, data center experts, and technology innovators. Together, they will examine how the evolution of integrated digital infrastructure ecosystems is redefining the future of regional and global connectivity.

The session will provide a strategic platform to explore the growing convergence of subsea cable systems, terrestrial fiber networks, and strategically located data centers. This integration is enabling the creation of resilient, high-capacity digital corridors across the CIS and the wider Eurasian region—supporting the increasing demand for seamless, reliable, and scalable connectivity.

During this executive round-table discussion, participants will share insights on how cross-border collaboration and coordinated infrastructure development are accelerating digital transformation, enhancing network performance, and strengthening international interconnectivity.

Special attention will also be given to how these integrated ecosystems contribute to secure, adaptable, and future-ready connectivity—laying the foundation for continued growth in the global digital economy.

Transnational communications infrastructure projects encompass a wide range of initiatives, from submarine cable construction and broadband development to cooperation within international organizations and regional programs. These projects aim to expand communications coverage, increase data transfer speeds, ensure cybersecurity, and narrow the digital divide.

Key challenges include ensuring cybersecurity, narrowing the digital divide, and attracting investment to developing countries. Prospects lie in the further development of broadband access, the introduction of new technologies, and enhanced international cooperation.

Session participants will discuss the specifics of implementing cross-border infrastructure projects in the CIS region, promising routes, and the challenges facing project implementation.

Транснациональные проекты в области коммуникационной инфраструктуры охватывают широкий спектр инициатив: от строительства подводных кабелей и развития широкополосной связи до сотрудничества в рамках международных организаций и региональных программ. Цель этих проектов – расширить охват коммуникаций, увеличить скорость передачи данных, обеспечить кибербезопасность и сократить цифровой разрыв.

Ключевыми задачами являются обеспечение кибербезопасности, сокращение цифрового разрыва и привлечение инвестиций в развивающиеся страны. Перспективы заключаются в дальнейшем развитии широкополосного доступа, внедрении новых технологий и укреплении международного сотрудничества.

Участники сессии обсудят специфику реализации трансграничных инфраструктурных проектов в регионе СНГ, перспективные маршруты и проблемы, с которыми сталкивается реализация проектов.

Alexey Borodin

Director General @ Regional Commonwealth in the fild of Communications

Bio

Born on April 15, 1980 in Potsdam, Germany. A citizen of the Russian Federation. Mr. Borodin holds a university degree and academic degrees as a Candidate of Technical Sciences and a Candidate of Political Sciences. He held senior positions at Rostelecom and Satellite Communications. He was also in charge of the research in new information and communication technologies, national and international standardization, and new regulatory standards.
Since 2013: Coordinator at the Regional Commonwealth in the Field of Communications in charge of plenipotentiary conferences and ITU Council sessions.
Since 2022: Director of the Center for Support of Scientific and Technical Activities and International Cooperation at Satellite Communications.
In 2024, he was elected as Director-General of the RCC Executive Committee by Decision of the Council of the RCC Communications Administration Heads, No. 59/29 dated November 20, 2023.
Mr. Borodin has co-authored many international standards in the field of communication protocols, identification, the Internet of Things, and next-generation communications networks.
Author of more than 60 scientific articles and publications on communication technologies in Russian, English, and Arabic.
He received letters of commendation from the Russian Minister of Communications and Mass Media and was awarded a medal and an order for his contribution to the development of the Regional Commonwealth in the Field of Communications.

Denis Shershnev

Bio

Telecoms professional with over 20 years of experience across sales, marketing, M&A, and product management, as well as leadership roles spanning the CIS region, Asia, and Africa. Have worked in Russia, Kazakhstan, Kyrgyzstan, Ethiopia, Zambia, and Southeast Asia, driving business growth and strategic initiatives in diverse telecom markets.

After earning a degree from Moscow Power Engineering Institute in 1997, began telecom career in Moscow, spending four years in carrier relations at MTT. Then joined Vimpelcom Russia (Beeline), where led the marketing team supporting nationwide 2G/3G network expansion.

From 2004 to 2008, held senior roles in Central Asia, serving as Commercial Director at Beeline Kazakhstan and General Manager at Sky Mobile Kyrgyzstan. In 2008, joined Altimo, the telecom investment arm of Alfa Group, where he was involved in global M&A activities across markets from West Africa to Papua New Guinea.

Before joining Rostelecom in 2017, led various mobile commerce projects across international markets, including the CIS, Middle East, and India.

Currently, head the International Carriers and Content Providers Department at Rostelecom, overseeing sales and procurement in the Data and Voice domains.
