Titled “The Future of NGSO: Technologies, Risks, and Prospects for the CIS,” this high-level session will bring together telecom leaders, satellite operators, infrastructure investors, and technology experts to explore how NGSO (LEO/MEO) constellations are transforming regional and global connectivity.

The discussion will focus on the integration of NGSO systems with terrestrial fiber, subsea cables, and data centers—enabling resilient, low-latency, and scalable digital ecosystems across the CIS and Eurasia. Key topics include technological advancements, cross-border collaboration, and critical challenges such as regulation, spectrum, and cybersecurity.

The satellite constellations deployed in the region are predominantly geostationary; however, their capacity currently does not meet the growing demand for broadband Internet access, especially in remote and hard-to-reach areas. In a number of CIS countries, the use of non-geostationary satellite systems (NGSO) is expanding as a tool for eliminating the digital divide and increasing communications accessibility in remote regions. These systems provide low signal latency and high data transfer rates, making them in demand in telecommunications, transportation, emergency services, and other areas. The development of NGSO in the CIS countries is, however, associated with a number of risks that require a comprehensive approach to minimize them: the successful implementation of NGSO projects in the CIS requires a balanced approach that considers technological and economic aspects, as well as environmental and geopolitical factors.

Session participants will discuss how projects to develop access through the use of NGSO are being implemented in the CIS region, the challenges NGSO operators face when developing their business in the region, and possible approaches to implementing NGSO, taking into account safety and liability requirements.

Космические группировки спутников, развернутые в регионе, преимущественно геостационарные; однако, их пропускная способность в настоящее время не соответствует растущему спросу на доступ к широкополосному Интернету, особенно, в удаленных и труднодоступных районах. В ряде стран СНГ расширяется использование негeостационарных спутниковых систем (NGSO) в качестве инструмента устранения цифрового разрыва и повышения доступности коммуникаций в отдаленных регионах. Эти системы обеспечивают низкую задержку сигнала и высокие скорости передачи данных, что делает их востребованными в телекоммуникациях, транспорте, службах экстренного реагирования и других сферах. Тем не менее, развитие NGSO в странах СНГ связано с рядом рисков, которые требуют комплексного подхода для их минимизации: успешная реализация проектов NGSO в СНГ требует сбалансированного подхода, учитывающего как технологические и экономические аспекты, так и экологические и геополитические факторы.

Участники сессии обсудят как реализуются проекты по развитию доступа с использованием NGSO в регионе СНГ, с какими проблемами сталкиваются операторы NGSO при развитии своего бизнеса в регионе, а также, возможные подходы к реализации NGSO с учетом требований безопасности и ответственности.

Alexey Borodin

Director General @ Regional Commonwealth in the fild of Communications

Bio

Born on April 15, 1980 in Potsdam, Germany. A citizen of the Russian Federation. Mr. Borodin holds a university degree and academic degrees as a Candidate of Technical Sciences and a Candidate of Political Sciences. He held senior positions at Rostelecom and Satellite Communications. He was also in charge of the research in new information and communication technologies, national and international standardization, and new regulatory standards.
Since 2013: Coordinator at the Regional Commonwealth in the Field of Communications in charge of plenipotentiary conferences and ITU Council sessions.
Since 2022: Director of the Center for Support of Scientific and Technical Activities and International Cooperation at Satellite Communications.
In 2024, he was elected as Director-General of the RCC Executive Committee by Decision of the Council of the RCC Communications Administration Heads, No. 59/29 dated November 20, 2023.
Mr. Borodin has co-authored many international standards in the field of communication protocols, identification, the Internet of Things, and next-generation communications networks.
Author of more than 60 scientific articles and publications on communication technologies in Russian, English, and Arabic.
He received letters of commendation from the Russian Minister of Communications and Mass Media and was awarded a medal and an order for his contribution to the development of the Regional Commonwealth in the Field of Communications.

Daulet Kassymbekov

Deputy Head @ State Radio Frequency Service of the Republic of Kazakhstan

Bio

Daulet Kassymbekov is the Deputy Director of the Republican State Enterprise “State Radio Frequency Service” of the Republic of Kazakhstan.
He graduated from the Almaty University of Power Engineering and Communications. Since 2009, he has worked in government organizations in the communications sector, holding various positions. He Currently oversees technical issues related to the regulation of the use of the radio frequency spectrum, including ensuring electromagnetic compatibility and international coordination of the radio frequency resource.

Dmitriy Vetlugin

Director, Market Access & Sales, Central Asia @ Eutelsat

Bio

Dmitry Vetlugin is Director of Market Access and Sales for Central Asia at Eutelsat, formerly OneWeb, where he has worked since 2019, leading regulatory engagement and commercial development for LEO satellite connectivity across the region. Before joining Eutelsat, he held senior regulatory and legal roles at VEON Group, including Chief Regulatory Officer for CIS markets and Legal Director of VEON’s subsidiary in the Kyrgyz Republic. Vetlugin has more than twenty years of experience in telecommunications regulation and policy across Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Armenia, and Georgia. He previously served on the Board of the American Chamber of Commerce in Kyrgyzstan.

Дмитрий Ветлугин является директором по доступу на рынки и продажам в регионе Центральной Азии в компании Eutelsat (ранее — OneWeb), где работает с 2019 года и отвечает за взаимодействие с регуляторами и коммерческое развитие решений спутниковой связи LEO в регионе. До присоединения к Eutelsat он занимал руководящие должности по правовым и регуляторным вопросам в группе VEON, включая позиции Chief Regulatory Officer по странам СНГ и юридического директора дочерней компании VEON в Кыргызской Республике. Профессиональный опыт Дмитрия в сфере регулирования телекоммуникаций превышает 20 лет и охватывает Казахстан, Кыргызстан, Таджикистан, Узбекистан, Армению и Грузию. Ранее он входил в Совет директоров Американской торговой палаты в Кыргызстане.
