Carrier Community (CC) is pleased to announce the upcoming digital edition of the CC-Webinar.Live Executive Roundtable Panel Discussion, sponsored by OEID, taking place on 25 June 2026. This exclusive virtual session forms part of the prestigious AFRICA 2026 GCCM – Cabo Verde, bringing together senior executives, policymakers, regulators, subsea cable operators, technology leaders, investors, data center operators, cloud providers, carriers, digital innovators, and key decision-makers from across the global telecommunications and digital infrastructure ecosystem.

The executive roundtable will focus on the timely and strategic theme:

“Digital Powerhouse: Building a Unified AI and Data Governance Framework Across Portuguese-Speaking Nations – Interoperability, Regulation, and Cross-Border Digital Ecosystems”

As artificial intelligence, cloud technologies, and data-driven economies continue to reshape global markets, the need for harmonized digital governance and cross-border collaboration has become increasingly critical. Portuguese-speaking nations are uniquely positioned to strengthen digital cooperation, accelerate innovation, and create interconnected digital ecosystems capable of supporting sustainable economic growth, technological advancement, and inclusive digital transformation.

This high-level discussion will explore how Portuguese-speaking countries can collaborate to establish a unified framework for AI governance, data protection, interoperability standards, and digital regulation. Industry leaders and policymakers will examine the opportunities and challenges associated with aligning regulatory approaches, enabling trusted data exchange, fostering innovation, and supporting secure cross-border digital services across multiple jurisdictions.

Participants can expect expert insights into the development of interoperable digital infrastructure, sovereign cloud strategies, AI ethics frameworks, cybersecurity resilience, digital identity systems, and trusted data-sharing models that promote transparency, compliance, and regional cooperation. The session will also address how harmonized governance policies can accelerate investment, improve digital inclusion, facilitate international connectivity, and support emerging technologies such as smart cities, fintech, e-government platforms, and AI-powered public services.

The roundtable will further examine the strategic role of subsea cables, data centers, internet exchanges, and cloud ecosystems in enabling stronger digital integration among Portuguese-speaking nations across Africa, Europe, and Latin America. Discussions will highlight how collaborative frameworks can help create more resilient, scalable, and secure digital ecosystems while supporting innovation, knowledge exchange, and long-term economic competitiveness.

In addition, panelists will address evolving regulatory considerations related to data sovereignty, privacy, AI accountability, compliance standards, digital trade, and cross-border cybersecurity cooperation. The session will provide valuable perspectives on balancing innovation with responsible governance while ensuring operational resilience and public trust in increasingly interconnected digital environments.

Sergio Pozuelo

Bio

Sergio Pozuelo Andrés has been the Global Commercial Director of Angola Cables since 2025, leading the company’s international strategy for submarine cables, IP transit, and cloud connectivity between Africa, Europe, and the Americas.

A Telecommunications Engineer graduated from ETSI-UPM Madrid, with an MBA and a Master’s degree in Marketing, he brings more than 20 years of experience in sales and business development across the Telecom and IT sectors on four continents.

Before joining Angola Cables, he held senior commercial leadership positions at Gemalto (Thales), Huawei, Tistech, UNJI, and Africell, where he structured major public and private sector contracts in Angola.

He is fluent in Spanish, Portuguese, English, and French, enabling him to operate naturally within the CPLP ecosystem. He is a strong advocate for a sovereign, interoperable, and execution-oriented Lusophone digital infrastructure.

Based in Luanda, he combines technical expertise, commercial vision, and Ibero-African cultural sensitivity.

Luís Manuel Brás Bernardino

President @ Observatory of Digital Ecosystems and Infrastructures (OEID)

Bio

Luís Manuel Brás Bernardino is a Portuguese Army Colonel (Reserve) with more than 37 years of experience in UN, NATO and EU missions graduated with the Staff Course and the National Defence Course. He holds a master’s degree in Strategy and a PhD in International Relations from Lisbon University. Professor at the Military University Institute with extensive international experience on teaching, training, and advising. Luis Bernardino is the author and co-author of 15 books and has published more than 100 articles in national and international scientific and non-scientific journals on topics of security and defence. Participates in conferences, evaluation boards, and other academic or institutional events related to CPLP, NATO, EU and global security and defence. He is currently Professor at the Department of International Relations at the Universidade Autónoma de Lisboa (UAL) and Presidente of Observatory of Digital Ecosystems and Infrastructures (OEID).

Dinohelder Cabral

Dinohelder Cabral is a telecommunications and digital transformation leader whose career has been defined by building what did not exist before — creating the digital bridges that connect Cabo Verde to the world. His work reflects a holistic vision for the future of the telecom sector, combined with the disciplined execution required to turn ambition into lasting infrastructure.

As Director of Information Systems at CVTelecom, he leads the modernization of enterprise architecture and digital platforms, aligning people, processes, and technology to drive customer-centric transformation.

Under his leadership, Cabo Verde achieved several national technological milestones that collectively shaped the country’s digital evolution: the deployment of the FTTH broadband network enabling high-speed connectivity; IP/MPLS aggregation creating a scalable national backbone; BGP AS peering strengthening digital sovereignty and global reach; CDN cache implementation improving content performance; VoIP/IMS modernization transforming communications; and OTT Pay TV expanding digital entertainment services. Rather than isolated projects, these initiatives formed interconnected architectural foundations for long-term resilience, innovation, and growth.

Driven by the belief that technology must ultimately serve people, Dinohelder Cabral focuses on turning vision into architecture, execution into measurable impact, and building a digital future that is resilient, innovative, and human-centered.
